Abstract: The management policy for foreign investment in China is the important factor affecting the investment and management behavior of foreign-owned enterprises. This paper, starting from analyzing the mutual relation between the policy for foreign investment and the arrangement of foreign retailers in competition, studies the new round of investment arrangement and the competition of foreign capital enterprises in China, and puts forward some suggestions of optimizing foreign management policy under the frame of WTO.
