Abstract: Development rights for the migrant workers-a kind of special disadvantageous groups in China,are the primary human rights.More attention should be paid to their development rights while their survival rights are guaranteed.The development rights for the migrant workers mainly refer to the rights to survive and develop on the basis of getting jobs in towns.The realization of the development rights is a coordinator between the country and the migrant workers in the process of social development in the context of building a harmonious society as well as furthering social construction.The development rights for the migrant workers have a profound meaning,as a matter of fact,the construction of its system has become an important subject for China's social construction and development.
