Abstract: Now,the recessive coverage has been widely used as an effective way in strengthening public supervision due to a variety of reasons.Emphasizing on the result, people tend to ignore the due doubts on the legality of the means,or resort to the less baneful one when it comes to the two unfavorablites.In effect,however,the improper means lead to no proper purpose and the purpose justice defies,in all likelihood,the abuse of means.Otherwise,the basic social good-faith and justness will be hampered.
