Abstract: With the development of science and technology, high and new technological industry plays an important role in the world economy and has great effect on China's economy. Although China's high and new technological industry has made some progress, the gaps between China and developed countries have still been widened. In order to narrow the gap, the paper puts forward some strategies which involve deepening reform of the scientific and technological sector in line with the market-oriented economy, optimizing China's investment and fund-raising mechanisms and improving related laws.
