Abstract: In the context of the of rural land system reform, it is of great practical significance to study the system change of the paid use homestead. Based on the field investigation, we found that as the economic means of land management, the system reform of the paid use of the house base has a unique content. The local government has carried out the standard system design in the system level, given full play to the villagers autonomous organization, and formed the diversification implementation rule. There are some problems about the current system including:the unsustainable system implementation; the poor performance of the land paid use system. This paper suggests that in the construction process, the range of the fees changed for the homestead use should be narrowed, and the system arrangements should be established, to enhance the ability of local land management as a whole by the way of the comprehensive use of legal, administrative and economic means.
