Abstract: This article points out that the contemporary administrative democracy is based on the citizens' direct participation in public administration, and the public participation is the important embodiment of publicity and collectiveness of public organizations; The comparative analysis is made between the new direct participation model and the traditional indirect participation model in public administration; Finally, it concludes that the theory of public organization requires the complement and rivision of citizen participation theory.
