Abstract:
After proving the necessity and feasibility of adopting such a mixed scheme in Beijing, the paper devises an allocation scheme that includes the qualification screening system and the operation process and analyses the possible social impacts of the implementation of such a scheme. As results, hybrid method is proven to be feasible in respects of both social acceptance and operation procedure, as well as, it can overcome shortage of single mode, generate social benefit, promote balance development of vehicle market and civil psychological imbalance. In future research, the paper also needs to conduct further research on the quota allocation of these two allocation methods and other key issues.
