Abstract: During the process of democracy construction led by Chinese Communist Party (CCP) in anti-Japan base area, the CCP laid stress on the rural grassroots democracy construction. The movements of Anti-Japan and democracy were closely united through all kinds of democratic activities, and democracy was rooted in the rural communities, which were the grassroots of democracy regime in anti-Japan base area. As a result, the mass unprecedentedly got the power in their hands. Highly effective rural democracy construction had not only prepared for victory to the War of Resistance against Japan, but also laid a foundation for defeating the Kuomingtang. At the same time, it provided valuable experience for further rural grassroots democracy construction nowadays.
