Abstract: The allotment is one of the important contents of the social reproduction, and the problem of allotment is regarded importantly by economists all the time. In the new period, the human capital plays more and more important role in economic growth. In order to raise the economic performance of development and use for human capital, we should re- build up the principle of socialist allotment,that is to say, it is necessary to establish a distribution principle of allotment according to the contribution of human capital, so as to promote the rapid economic development in our society.
