Abstract: The current situation of inhabitants' participation is very different in different communities. In inhabitants' participation there exist serious conflicts between hope and reality. So, inhabitants have no strong desire to take part in community affairs. In order to change this phenomenon, communities should share more rights from the governments and build an integrating platform of the interests between communities and inhabitants. Governments should foster, lead and protect inhabitants' participation passion and build the participation system of communities.
