Abstract: In order to complete the significant historic task of building socialist new countryside, the key is to improve the ability of the organizations of the Party at the grass-roots level to lead the rural economic and social development. Firstly, we must improve the leading system of the Party in the village and raise the quality and ability of the village cadres; Secondly, we must adjust the organizations of the Party at the grass-roots level and fully display the Party organization function; Thirdly, we must positively pour into the flesh blood and expand the rural Party troop; Fourthly, we must improve the leading ability over the farmers self-management as well as the civilian organizations, and expand the coverage which the Party affects; And the last, we must fully respect the farmer's main body status and maintain the sustainable development of the new rural reconstruction.
