Abstract: The Shan-Gan-Ning Border Area emphasized the basic-level regime construction in order to win the most extensive support of the masses.The Border Area Government formulated and implemented government regulations,ensured that the basic-level cadres would be honest in performing one's official duties;attached importance to and strengthened the supervision by the masses,ensured people's supervision right fulfillment;advocated and practiced the model behavior,ensured that the basic-level cadres would connect the masses.Thus the basic-level cadres became good civil servants handling affairs for them,receiving praises and supports from the masses.This made the rural relationship between the cadres and the masses more intimate in great degree,providing the historical reference to the construction of the harmonious rural relationship between the cadres and the masses in the new period.
