Abstract: There are much difficulties and contradictions in townships' fiscal resources construction in China, which affect the functions of the township governments. Therefore, the structural innovation of the fiscal resources construction should be advanced in townships. The study taking Xinyan Town in Yanzhou as an example shows that the structural innovation should be advanced from the development of the modern agriculture, industry, service and the ecological civilization construction on the basis of agriculture and the advantages. In the meantime, the fiscal management system should be improved to keep the fiscal resources stable.
