Abstract: Social building is not equal to all the social undertaking,which is not limited in the field of sociology,and should not be divided into general meaning,narrow meaning and middle meaning.And it should not be expressed in a way which appears what it really is not.It is helpful to promote social building in practice by giving the category in a specific way.Now China has stepped into an era of system building and social building should be promoted by system innovation.To create a series of social building systems is an important integrant in building a modernization country and also an important angle to start with.
