Abstract: The macro-control law is in the particular environment which names "transitional period".So we should define the meaning of the transitional period scientifically,accurately and integrally.It is inaccurate that transitional period is understood simply for the period from the planned economy to the market economy.Transitional period is the period which includes "four great transitions".That is,from the planned economy to the market economy,from the rule of man to the rule of law,from the centralized economy to the decentralization of economic,from a traditional ideology to a modern ideology.
