Abstract: Permanent system of the party congress,party building of non-public Enterprises and democratic deliberation are the three typical practices of the basic Party building.This paper,through combing their practical process,pointed out its practice logic intensively reflected in consolidate ruling foundation of the Party;Consolidating the economic basis by the party building of non-public enterprises, consolidating the political basis by the permanent system of the Party Congress,consolidating the social basis by the democratic deliberation.The author holds that the essence of the basic Party building in Taizhou is as follows;organization properly leads,the innovation comes from practice,the system activates expansion and the masses orderly participates.
