Abstract: This paper elaborates the evolution process of the Land system in China, demonstrates that this evolution is the releasing process of production efficiency of agricultural economy, and evaluates the efficiency resulted from the evolution. Because of the industrial inferiority of aguriculture itself in the activities of agricultural economy, there exists a game in policy enactment and policy practicing. Therefore, only when the game result is beneficial to enhancing farmers' income, can the policy be effectively carried out.
