Abstract: This paper points out that the six characteristics of the contemporary scientific technology development and interprets the scientific goal and tasks within the period of the twelfth plan of our country.The first and the most important task during the period is to strengthen the scientific creativity and the second task is to hasten the development of the educational reform.The paper also put forward five requirements for the qualified personnel team construction.
