Abstract: The emergence of governance has profound internal cause and historical background.In the view of political sociology,investigation through the failure of government,market failure and the situation of the times,we clarify the internal cause about the emergence of governance is the disorder of the government and the market.The backgrounds of the emergence of governance are the advent of postindustrial society,the characteristics of which are globalization,hazardousness,information, knowledgeableness,etc.and the challenges toward the existing order.The so-called governance is a process including the social interaction,the cooperation of the parties for the rules of the order.
