Abstract: This paper analyzes the effect of transfer payment on migration by means of game theory. Under no government interference, free migration would result in the overuse of public facilities of immigrated region and break its resource allocation. The transfer payment of the central government should play parts in narrowing the gap in development among different regions and guide the migration in the direction of promoting development.
