Abstract: At present,the confusion during land expropriation is due to the disregard of the basal rule of the land expropriation power.To set the clear rule and rigorous procedure of the land expropriation power,to restrict such power under the principle of neutrality, nonprofit and responsibility,to change the pattern of performance evaluation of officials,and to found the accountability,are the path to settle the predicament of land expropriation.
