Abstract: This thesis, starting from the concept of flexible government, profoundly analyzes the administration structure and management features of flexible government, and on the basis of the comparison between experimentalism and gradualism in the government's policy-making, explicates its treatment of public interests, thus resulting in a general conclusion about the administration mode of flexible government.
