Abstract: University scientific research management is an important guarantee for the development of University Science and technology innovation ability,and the scientific research management in the United States,Britain and Japan has formed a relatively perfect system of internal service,external security and internal and external collaborative development.Therefore,learning from the western university scientific research management experience and combining with China's social characteristics and university development needs,highlighting the service consciousness,optimizing the organization,strengthening the scientific research training and evaluation mechanism,is significant to promote the scientific management and human development.
