Abstract: The article analyzes the new democratic state set up by Mao Ze-dong from the view of modernization, expounds the relative things about the proposal and practice of the national develop-ment plan of the new democratic state, the position of the plan in Chinese modernization and what role it plays in the modernization for the purpose of providing some beneficial experience for the con-struction of Chinese modernization in present period.
