Abstract: The essence of governmental behaviour civilization is the governmental modernization, which in turn is the government development and administrative development. As a kind of abstract actions of government, the expansion of administrative power can be sorted as good ones and poor ones, which embodies the necessity and the artificialness of the expansion of administrative power. This paper holds that a sound expansion of administrative power' reflects the need of the social development whose essence is government development and administrative development. It's result is the administrative capacity increase and the quantity of what the administration can do.
