Abstract: Based on the introduction to the development of off-farm workers' NGO and its influence on off-farm workers' interest expression,the present paper analyzes the difficulties that NGO is facing in obtaining its legality,organizational resources and governmental support.In addition,for the sake of developing the off-farm workers' NGO and providing organizational support for off-farm workers' interest expression,the paper puts forward some detailed measures like shifting the attitudes of the government,increasing channels for raising funds,promoting the organizational cooperation and self-construction.
