Abstract: Theory of social quality is a new popular social theory in Europe in recent years.To tackle the welfare crisis,European scholars have proposed the conception of "social quality" to analyse and study the situation of the countries which will have a great influence on their social policy.Theory of social quality has taken the promoting social harmony and social construction as its fundamental values,and has grasped the objectives and the essence of social development.In recent years,China put forward a policy to build a harmonious society and actively pay more attention to the quality of the social development. This concept of development is consistent with the theoretical implication of the social quality.The theory of the " social quality" and its social economic security,social inclusion,empowerment and social cohesion dimensions of the concept have important implications for China's social development and social policy construction,which can lead us to ponder the issues of the community-building and the adjustment of the value orientation of the social policy.
