Abstract: The perspective of the collaborative governance allows us to see the great significance of the values of the consciousness and public interest of citizens to the participation of the modern citizens.It is necessary to introduce the collaborative governance theory and advocate the collaborative participation of all social systems,the multiple interactive mechanisms and the rational citizen participation to promote the positive interaction in the process of the citizen participation and overcome the internal defect of the citizen participation,which will also promote the cooperative governance implementation.
