Abstract: Digital content industry is the core of the emerging cultural industry. If the transformation from“Platform is king”to“Content is king”is to be realized,the external support of technology is needed.Content and technology restrict each other and develop jointly. Both of them promote the development of the digital content industry fundamentally. To solve the problems which cannot be realized by the content value,such as pirate in flood,this paper analyzes the current situation of the digital content industry from the perspective of the content and technology and proposes the necessity of establishing the “content bank”and its operating system to solve the problems of the digital content industry,which can regulate the trade behavior of the digital content industry,protect the copyright system and realize the digital content value in the transaction. Also it introduces a case to prove the feasibility of the content bank from theory to practice to promote the rapid and healthy development of the digital content industry.
