Abstract: The social constructionism perspective offers a new angle to study the policy implementation process.It emphasizes the constructive relationship between the social construction in reality and the subjective initiative of the actors,and between the actions and the rules.This paper discusses that in the social constructionist perspective,by the means of showing the policy actors' creativity,capability and interaction between them,it makes us know the policy implementation process in reality and helps us to understand the relationship between the policy documents and actions,between the policy implementation and policy-making.
