Abstract: Attaching importance to the sports fair has to pay more attention to the particularity of sports, pursuit of fair laws, therefore, adjustment of the international sports autonomy rules should be in the direction of legalization, the substantive rules of adjustment should be in the efforts of unification of rules, the referee regulation of power, safeguarding the rights of the athletes, participating qualification dispute resolution and punishment standard refinement, perfecting the punishment principle; the adjustment of procedure rules focuses on reducing punishment power conflict, establishing the basic principles and system of the procedure for the settlement of disputes, taking into account the case fair and ultimately realizing the fairness of sports.
