Abstract: Government system is designed as a series of restraint terms to regulate human interrelations. The main function and key content of government system is to provide proper incentive mechanism and restraint mechanism for various economic entities to pursue their own maximum interest. The ethical choice of government system should be a kind of public choice under the circumstances of interest conflict, and should be carried on under the control of certain ethic principle. The construction of government system ethics should follow the principle of impartiality, the principle of maximizing the development of productivity, the principle of serving the greatest numbers of people, the principle of total development and dynamic equilibrium, the coordination principle of social development and structure stability and the principle of the synchronous development of material and spirit.
