Abstract: Analyzing and studying the theory and the practice of the public policy making at home and abroad,we can see that the expression of general will in public policy making includes three layers.Firstly,the general will,as the performance of willingness and necessity of all people should be the logic starting point of public policy making.Secondly, the general will,as the concept of identity and loyalty of all people to the public policy should be the foundation of legitimacy of the public policy making.Thirdly,the general will, as the basis for the public policy of the democratic government,should be the value orientation of the public policy making.
