A Study on the Accelerating Transformation of the Social Administration Mode

摘要: 我国现有的社会管理方式不能适应社会的发展变化和公众参与社会管理的内在要求。为了适应社会发展变化,社会管理主要应从重政府管理、轻公众参与向政府负责和社会参与转变;从重管制、轻协商向更加重视协商和共同治理协调转变;从重行政手段、轻法律道德等手段向依法管理和综合运用多种手段转变。转变社会管理方式包括转变思想观念、改革体制机制、创新管理模式、转换方式方法等多方面内容。同时作者提出了加快社会管理方式转变的相应对策建议。Abstract: The current social administration mode in China can't well keep pace with the changing social development and the intrinsic public demand of social administration engagement.For adapting to the social development and change,social administration mode should be transformed from emphasizing government administration and neglecting public engagement to the mode of government in charge with public engagement;from emphasizing control and neglecting negotiation to having more focus on negotiation and coordination; from emphasizing administrative approaches and neglecting law spirit and morality to pursuing lawful administration and taking comprehensive methods.Transforming social administration mode includes transforming ideas,reforming systems and mechanism, innovating administration mode,converting methods and so on.In order to facilitate the social administration mode transformation,this paper has put forward the related proposals and suggestions.
