Abstract: The right of development is one of the human rights, which is particularly important for weak groups. In China, peasants as a weak group cannot have the same equal opportunities to develop themselves as other economic parties under current market economy situation due to various reasons, one of which is that the law currently in effect is not enough to protect their rights. Therefore, it is necessary to establish new laws to protect them with essential rather than formal equality of opportunity for development.
