Abstract: The paper makes a preliminary exploration into the implication and the principles of the harmonious development of the regional environment and the regional economy. It also analyzes the relationship between the economic development and the evolution of environment quality, the efficiency of environment control, the coordination relationship between economic and environment programmings. It presents in a systematic way the countermeasures for the harmonious development of regional economy and environment and the specific measures for achieving the goal of the environment programming.
