Abstract: This article takes the "Majority Tyranny" problem of democracy as the study point and summarizes the related theories of earlier scholars,analyzing its proposals、definition and precaution,then puts forward some new views at the same time,such as:Defining "tyranny of the majority",avoiding its generalization;improving the whole people's quality and the decision-making rules,giving people the rights and channels of complaint from the mechanism,using deliberative democracy appropriately and establishing an impartial and independent adjudicative and judicial institution,which are the important means of preventing "tyranny of the majority".
