Abstract:
Since the Third Plenary Session of the 11th Central Committee, Deng Xiaoping had summarized the experience and lessons learnt over the decades after the founding of the People's Republic, and proposed a series of conceptions on the rule of law. First, Deng analyzed the reason why China had no rule of law in a long history. Second, Deng put it clearly that it is the Party and the country's unswerving policy to be committed to the development of socialistic democracy and legal system, whose important role in the current overall situation had thus been established. Third, Deng proposed the principles in dealing with the relationship between the Party and the law. Fourth, Deng emphasized the promotion of democracy and enhancement of supervision, especially of the Party's organizations and leaders.
