Abstract: It is an inevitable phenomenon that peasant workers are transformed into citizens during the period of modernization.The successful experience that peasant workers gradually merge into cities in the south of Jiangsu Province introduces a series of institutions and measures,such as securing the legal fights and interests,sheltering,social security of peasant workers,their children's schooling,and so on.The successful experience in typical regions introduces institutional countermeasures,the base line of which is to secure peasant worker's legal rights and interests,and the sign of which is to construct social security for peasant workers' merging into cities.
