Abstract: The historical experience of the reform and the development in the China and the theory of the social development tells us that the key of the urban and rural balancing development is to empower the rural and the farmer.We must stimulate the endogenous development capacity and vitality of the rural areas and farmers.And to do that,we will empower the rural and the farmer from two aspects.One is to cancel the urban and rural dual system,and the other is to give the fanners the equally national treatment.
