Abstract: This paper, starting from the interdynamic relations between regime innovation and scientific development of science community, analyzes the regime structure of science community and the general process of the regime innovation. Up to now, the development of science is not only embodied in the accumulation and the expansion of scale of scientific knowledge but also in the reasonal allocation and alignment of scientific resources. This depends on the perfectness of the regime of science community and whether the regime is consistent to the demand of scientific development.
