Abstract: This article brings to light the predicament the Rational Bureaucratic System and its deep-rooted cause,focusing on the criticism and reflection on the Bureaucratic System from the perspective of modern administration theory,which mainly involves such theories as new public management theory,new public service theory,postmodern public administration theory,as well as the theoretic framework-“transcending Bureaucratic System”by Zhang Kangzhi,a renowned scholar in China.Based upon this,the article is intended to explore the way out to reform the Bureaucratic System.
