Abstract: In China,the civil affairs work is a government work system with openness.With the deepening of the reform and opening up,new contradiction and issues emerge one after another,thus the new tasks and work should be taken up by the civil affairs department,which is the government department for that.Since the middle of 1980 s,the Ministry of Civil Affairs succeeded in overcoming the situation of being marginalized in the government work with the attitude of actively seeking for change and expansion.Entering the year of 2010 s,the next goal of the Ministry should be the social welfare service and the realization of the work by the means of the combining acts of the three aspects.
