Abstract: The Third Plenary Session of the 18^th proposed a new ruling strategy to further enrich the basic meaning of socialist modernization with Chinese characteristics,and became another achievement of Chinese Marxism,which is based on the need of China socialist modernizing construction,and the deep study of the theory of the social governance in Western countries,absorbing and developing the western experience and combined with Chinese current economic and social development reality.By promoting the formation and implementation on the national governance systems and governance capacity modernization strategy,the new ruling system not only points out the direction of deepening the overall reform in our country,but also has laid a solid foundation for the improvement and development of the socialist system with Chinese characteristics,and reflects the ruling philosophy of Chinese Communist Party keeps pace with the time.
