Abstract: In recent years, the important achievements have been made in the community governance in Beijing. As the rapid urbanization and internationalization process, lots of new trends and challenges, are encountering, such as diversified community population structure, differentiated resident demand, complicated community governance and de-massified Community participation. In order to cope with above trends and challenges, this article argues that the relationship in four aspects will be dealt with in promoting community governance reform. The four aspects mean the relationship between neighborhood committees and Sub-district Offices, social workers, property management companies and community social organizations. And the corresponding policy proposals need to be proposed, it means that the ability of community self-governance should be enhanced, the community work team construction should be promoted, and the party organization's work in community and other aspects also need to be improved. The tasks of Beijing community construction could be completed smoothly during the 13th Five-Year Plan period.
