Abstract: The public policy making is the regular behavior of public decision system in social political life.From the angle of political philosophy,only by taking the general opinion as the value orientation,taking the political power as the basic support and taking the political order as the final home,will the public policy of fairness or justice and efficiency of the people expecting will be established and therefore the decision making be more and more scientific and democratic.
