民主的现实与理想

摘要: 针对形形色色的民主现状,从经验主义的立场出发,分析了现实的民主无论是古希腊雅典民主还是现实的资本主义代议制民主,都从未真正实现过“多数的统治”,掌握公共权力及依附于公共权力基础之上的决策权的公共权力人物只是少数所谓的“精英”;而理想的民主是公共事务的决策由人民当中的多数来决定的同时,又尊重少数的权力的民主形式。指出在实现人类理想的民主进程中,崭新的社会主义民主应该占有一席之地。

Abstract: The democratical actuality tells us that the actual democracy,no matter what the ancient Grecian Athenian democracy and the actual capitalistic representative democracy, never indeed achieves "the majority control".The autarchy who takes control of the publicly right and the decision attached to the publical power are the minority-the so called elites. To start with the empirical standpoint,we can draw a conclusion that the ideal democracy is a democratic form that the decision of the public issue is determined by the majorities of the people,meanwhile,the rights of the minorities are respected by the majority.In the coming of the ideal democracy,the new type democracy of socialism shall own its position.
