新质生产力背景下中国数字经济安全水平的时空演进与驱动因素

    The Space-temporal Evolution and Driving Factors of China's Digital Economy Security Level in the Context of New Quality Productive Forces

    • 摘要: 数字经济安全是数字经济发展的基本前提,是新质生产力持续发展的重要保障。基于新质生产力发展的安全需求与数字经济安全的新质内涵,结合数字、经济、制度三维度构建市域尺度的评价指标体系,运用熵权TOPSIS法测度了2011—2022年中国278个地级及以上城市的数字经济安全水平,并借助Dagum基尼系数、核密度估计、马尔可夫链、地理探测器及空间计量等方法,深入剖析其时空演进格局及驱动因素。研究表明:(1)中国数字经济安全水平呈上升趋势,八大综合经济区的数字经济安全水平均实现了大幅提升;(2)中国数字经济安全水平的全局性、均衡性特征愈发明显,全国及各地区的内部差异呈逐年缩小趋势;(3)中国数字经济安全水平呈现多极化趋势,存在少数沿海城市领跑全国;(4)中国数字经济安全水平存在“俱乐部趋同”现象,邻域影响显著;(5)经济基础、金融条件、高校建设、知识流动、政府关注及公众监督明显影响中国数字经济安全水平的时空演进,且作用效果存在明显差异,其中知识流动的驱动力较强,且具有正向溢出效应。基于此,提出深度融合新质生产力要素、充分发挥标杆区域引领作用、因地制宜精准施策、构建数字经济安全共治格局等举措,以期推动中国数字经济安全全面协同提升。

       

      Abstract: Digital economy security is the basic premise of the digital economy development and an important guarantee for the sustainable development of new quality productive forces. Based on the security needs of new quality productive forces and the novel connotations of digital economy security, this paper constructs an evaluation index system at the municipal scale by integrating three dimensions: digital, economic, and institutional, and uses the entropy weight TOPSIS method to measure the digital economy security levels of 278 prefecture-level and above cities in China from 2011 to 2022. Additionally, this paper employs Dagum Gini coefficient, kernel density estimation, Markov chain analysis, geographic detectors and spatial econometric model to deeply analyze the space-temporal evolution patterns and driving factors. The study shows that: (1)The level of digital economy security in whole China exhibits an upward trend, with significant improvements across the eight major comprehensive economic zones; (2)The global and balanced characteristics of China's digital economy security have become increasingly prominent, showing a gradual narrowing trend in internal disparities across regions and nationwide; (3) China's digital economy security demonstrates a trend of multi-polarization, with a few coastal cities leading at the national level; (4) China's digital economy security level exhibits the "club convergence" phenomenon, with significant neighborhood effects; (5) Economic foundation, financial conditions, university construction, knowledge flow, government attention and public supervision significantly affect the temporal and spatial evolution of China's digital economic security level, and the effect is significantly different. Among them, knowledge flow demonstrates a relatively stronger driving force and exerts a positive spillover effect within this dynamic system. Based on these, this paper proposes measures such as deeply integrating the elements of new quality productive forces, fully leveraging the leading role of benchmark regions, implementing precise policies in line with local conditions, and constructing a co-governance framework for digital economy security, with the aim of promoting a comprehensive and coordinated improvement of digital economy security in China.
