Abstract:
In the context of the global economy moving towards the era of intelligence, China needs to accelerate the promotion of the international competitiveness of the artificial intelligence innovation chain, which is an inevitable requirement in the face of the global innovation chain reshaping, a key in promoting economic quality and keeping reasonable growth rate in China, an effective path to eliminate the risk of decoupling economic growth from employment, an effective action avoiding industrial off-shoring, and also a powerful lever to prevent the emergence of new global great divergence. The international competitiveness acceleration in the artificial intelligence innovation chain requires strategic transformations and co-ordinations from five types of relationships. To shift from embedding in the global value chain to co-creating the global innovation chain, it is necessary to coordinate the relationships between general and specialized artificial intelligence, among artificial intelligence-driven scientific research innovation, technological innovation, and industrial innovation, the relationships between human capital construction and artificial intelligence development, between "artificial intelligence+manufacturing" and "artificial intelligence+service" industry development, and between artificial intelligence development and security.
