Abstract:
Based on the practical process of China's ecological civilization construction since the 18th CPC National Congress, this paper systematically explores the realization mechanism and theoretical connotation to the modernization of Chinese ecological governance. Unlike the economic and technological improvement and multi-actor governance routes of Western countries, China adopts the way of national governance to promote her ecological civilization construction, presenting a practical picture of "towards system integration": that is, strengthening the top-level design with political leadership and integrating systemic concepts into institutional construction; optimizing the configuration of powers and responsibilities, and integrating the forces of horizontal departments, vertical levels, and regional governments; activating the effectiveness of governance through joint actions and achieving multi-actor governance under the leadership of the CPC. The core feature of this model is that the CPC gathers national strength to promote ecological governance, pursues the overall development goal based on the public-oriented values, and creates an organic and synergistic governance system. In the future, efforts should adhere to not only the overall planning, but also the compatibility of incentives in handling the dialectical relationships between system and element, integration and diversity, instrument and philosophy.
